The members/politicians have no interest in the public and so don't want to have the public interrupt their meetings with the idea the government serves the public. So when the public shows up and wants to be heard and what the public wants to say is not in agreement with what the politicians intend to do, the politicians will not be bothered with the public, will shut them off and send them home, so they can be left to do to them what they intended before the meeting started.

People going to speak at these meetings need to understand the public forum is not for input but for pretense. The members/politicians have no interest in the public and so don’t want to have the public interrupt their meetings with the idea the government serves the public. So when the public shows up and wants to be heard and what the public wants to say is not in agreement with what the politicians intend to do, the politicians will not be bothered with the public, will shut them off and send them home, so they can be left to do to them what they intended before the meeting started.
